Divisional Director of Operations
City Building provides a range of repairs and maintenance, manufacturing, construction and refurbishment activities for Glasgow City Council and Wheatley Housing Group’s citizens and customers as well as other public, private and third sector organisations.
City Building operates both the largest construction craft apprenticeship programme in Scotland, and Royal Strathclyde Blindcraft Industries (RSBi), one of the largest supported manufacturing businesses in Europe, around 200 people, more than 50% of whom have a disability.

City Building is seeking a dynamic and experienced Divisional Director of Operations to join our Executive Leadership Team, reporting directly to the Executive Director.
This senior role is pivotal in driving operational excellence across all facets of our business, including repairs, maintenance, compliance, and investment programmes.
As Divisional Director of Operations, you will oversee operational performance, ensuring that our workforce delivers exceptional client services efficiently and effectively whilst aligning with the strategic vision of City Building.
You will lead and manage multiple divisions within City Building, championing project delivery, commercial success, compliance, and client satisfaction. A key focus will be developing and implementing operational systems and processes to meet and exceed KPIs, maintain quality control, and ensure regulatory compliance. Working closely with senior leaders, you will translate high-level strategies into actionable plans that drive sustainable growth, mitigate risks, and optimise resources.
As a respected leader, you will inspire and mentor departmental heads and operational teams, fostering a culture of accountability, continuous improvement, and safety. You will collaborate closely with the Divisional Director of Finance to oversee budgets, analyse financial performance, and enhance operational efficiency. Your ability to engage with key stakeholders—including Glasgow City Council and the Wheatley family—will be essential in building strong partnerships and advancing City Building’s reputation.

Eden Scott will manage the first stage of our process which will be an assessment centre via Teams. The final stage will include an onsite competency-based panel interview.
